Donald Trump has not been the president of military restraint some in his coalition hoped for, yet elements of withdrawal toward Europe are evident. This paper argues that restraintist forces will continue to influence U.S. foreign policy and examines a scenario that leads to significant American retrenchment. Europe urgently needs to build autonomous security architecture because—whether driven by debt, ideology, or populist politics—U.S. reliability as a guarantor of European security must be doubted.
