JENNIFER KAVANAGH, a military expert at foreign policy think tank Defense Priorities, told NatSec Daily that the details of the production license must first be worked out, and the White House has offered little information about that so far. She added Ukraine would then need to establish manufacturing facilities that meet U.S. security standards.
Kavanagh noted that countries that have previously received Patriot licenses have faced significant delays. Since receiving a license in 2022, Germany has not yet produced a single Patriot missile.
“If Ukraine is able to build this type of manufacturing capability, you’re talking something like three to five years, best case scenario, before they produce a single missile, and possibly longer than that before they produce it in large quantities,” Kavanagh said.
